Import a car from Spain to Sweden – guide for private buyers

As a private individual in Sweden, you can buy a car in Spain for your own use and register it here. Pay only once the owner, VIN, documents and encumbrances match and the journey home is lawful. In Sweden, verification of origin is followed by registration inspection.

Check the car and seller before payment

Order a full vehicle report from the Spanish DGT. Reconcile the registered holder, registration number and chassis number, VIN, with the seller, the car and the original documents. The free reduced report shows only the first registration date in Spain and incident warnings. The full report adds, among other things, holder details, ITV history, mileage readings, number of holders, encumbrances, pending recalls and reported maintenance. However, the maintenance details come only from affiliated workshops; gaps in the service, repair and damage history therefore remain unchecked. 6

Then carry out a physical check. Read the VIN on the car and compare it character by character with the DGT report, every part of the registration certificate, the purchase contract or invoice, the ITV report and other relevant documents. An independent pre-purchase condition inspection can help you assess the car before purchase, but it does not replace the DGT check, Transportstyrelsen’s verification of origin, registration inspection or any periodic roadworthiness test.

Deal with each Spanish encumbrance under its own rule. A reserva de dominio prevents a change of ownership until it has been deregistered in the Registro de Bienes Muebles or the buyer can document a valid assumption. A balance or final-payment certificate from the lender is not, by itself, proof of registered deregistration. Embargo and precinto are different: a change of ownership can be registered in either case with the buyer’s signed consent or a clear statement in the purchase contract. However, a precinto prevents the issue of a permit to use the car and must be lifted before lawful driving. 3

Check that the DGT holder is the seller. In a private purchase, buyer and seller must sign every page of the purchase contract; in a business purchase, you should receive an invoice. If there are several holders, all must sign. Export deregistration may be requested by the holder, another person who proves ownership, or a representative, so check the applicant’s authority and retain the contract or invoice. 6 7

Determine Swedish VAT before setting your budget

The EU VAT test is strict. The car is new in this sense if it is delivered within six months of first use, or if it has travelled no more than 6,000 km before delivery. It counts as used for VAT purposes only if it is both delivered more than six months after first registration and has travelled more than 6,000 km. Meeting only one of the used-car conditions is therefore not enough. 1 2

If, as a non-VAT-registered private individual, you buy a new means of transport for use in Sweden, you must submit form SKV 5282 and declare and pay Swedish VAT no later than 35 days after the purchase. The tax rate is 25%. The basis includes the invoice price, delivered options and related freight or handling costs. Amounts are converted into kronor according to Skatteverket’s rule for the delivery date, or the invoice date where invoicing is close to delivery. 1

If the car meets both used-car thresholds, Swedish acquisition VAT does not arise merely because an EU-registered car is brought here. A private seller does not add VAT. A motor dealer’s invoice may show VAT separately or use different VAT treatment, so check the invoice and the seller’s status rather than drawing conclusions from the advert or a missing VAT line. No customs duty is charged for this movement within the EU. 1 2

Arrange Spanish export and a lawful journey

Request definitive Spanish export deregistration before the car is registered in Sweden. A precinto or another restriction on disposal can stop deregistration and must be resolved according to the relevant record. DGT gives two options while awaiting new registration: green temporary plates or transport by recovery vehicle or another transport vehicle. DGT’s requirement on its export page for valid ITV for cars more than four years old expressly applies to destinations outside the EU and must therefore not be carried over to this journey. 7

A Spanish green export registration is valid for 60 days and requires both prior definitive export deregistration and valid ITV. The application is based on proof of ownership, for example a private purchase contract or business invoice, and the car’s original documents are needed when the plates are issued. Insurance is required if the car is to be driven. Temporary plates are not automatically mutually recognised within the EU: therefore obtain written confirmation of acceptance of the registration and insurance cover for the specific driver, dates and each transit country, including any ferry crossing. If this cannot be confirmed, choose vehicle transport. 4 5

The Swedish rule after the border does not make the Spanish registration valid during the journey. A car permanently brought into Sweden may be driven without Swedish temporary registration for no more than one week from entry, but only if the foreign registration permits unrestricted use and valid insurance covers the driving. The driver must carry a legible registration certificate. 8

After the first week – or immediately if the foreign registration is not valid – the car may not be used here without temporary registration or a booked-inspection appointment certificate. The certificate permits only the shortest suitable journey to and from the inspection; otherwise the car must be transported on a trailer. 8

Complete verification of origin and Swedish registration

Once the car has arrived in Sweden, the person who will be the registered owner applies for verification of origin. This is the first step in registration, and the published fee is 1,240 kr. If the car changes owner before it is entered in the Swedish Road Traffic Register, the completed verification of origin ceases to apply; the new owner must apply with a purchase document. 9 10

For a previously registered car, the application must include the original foreign registration certificate and every issued part. For a new WVTA car that has not been permanently registered, the original Certificate of Conformity, CoC, is required instead. The copy of the purchase document must state the seller, buyer, what was sold, the date of sale and identify the car by VIN or another vehicle-specific identifier. 10

Only once Transportstyrelsen has approved the verification of origin can you book a registration inspection or individual approval with an inspection company. There, the technical identity, environmental and road-safety requirements, and the vehicle details to be registered are verified. Further technical documents may be required depending on the car. 9

Take a valid report from a compulsory periodic roadworthiness test that the car has passed within the EU or EEA. The result may be taken into account, but does not automatically mean Swedish approval and does not replace registration inspection. Ask the inspection company whether the car needs a periodic roadworthiness test in Sweden. 9 10

After a passed registration inspection or approved individual approval, the inspection company enters the car in the Swedish Road Traffic Register and a registration number is allocated. Transportstyrelsen sends the registration certificate and plates only to the owner’s registered permanent address in Sweden. If the car is subject to compulsory motor third-party liability insurance, Swedish insurance must be valid before you activate the car for road use; information about paying vehicle tax follows activation. 9

Swedish temporary registration for import is requested together with verification of origin, is valid for three months and cannot be extended. Normal unrestricted use may be permitted only where the car has been brought here from the EEA and the foreign registration permits unrestricted use in Spain. Motor third-party liability insurance must be valid throughout the use. If you use the permitted 30-day insurance certificate, the car is uninsured from day 31 unless you have arranged new Swedish insurance. 8

Create a complete but conditional budget

Do not calculate a total before quotes and vehicle details are known. Choose one transport method, add Swedish VAT only if the car is new under the EU test, and treat the periodic roadworthiness test as a possible cost until the inspection company has assessed the car.

Does valid ITV replace Swedish registration inspection?

No. A passed compulsory inspection result from the EU or EEA may be taken into account, but it does not automatically provide Swedish approval. Submit the report and ask the inspection company whether the car also needs a periodic roadworthiness test. 9, 10

How long is Swedish temporary registration for import valid?

It is requested together with verification of origin, is valid for three months and cannot be extended. Insurance must cover the entire period of use; a 30-day insurance certificate leaves the car uninsured from day 31 if no new Swedish insurance is arranged. 8
