Determine the VAT position before you sign
For VAT purposes, the car is new if it is delivered within six months of first use, or if it has travelled no more than 6,000 km before delivery. To be used under this VAT route, it must both be delivered more than six months after first registration and have travelled more than 6,000 km. Meeting just one condition is therefore not enough. 1 2

Check the car, seller and documents before payment
Search Traficom using the registration number or VIN. Compare free technical, inspection and tax information, plus any purchased ownership and history data, with the car and the seller’s documents. Purchased history may include ownership, inspections, insurance, deregistration or off-road notification, and use. 8
Register data is limited. Coverage goes back only to around 1989, varies and may conceal personal data. Only one previous owner who is a natural person is identified; others may be shown only by type and period. A clean or sparse result therefore does not prove a complete ownership history, absence of damage, mileage or mechanical condition. 8
Compare the VIN on the car with both original parts of the registration certificate, the purchase document, the inspection history and relevant supporting documents. Confirm that the seller is the owner or has written authority and that the finance company’s consent is in place. Check identities, draw up two identical signed transfer documents and keep one copy each. 3
For registration abroad, you should receive both original parts of the registration certificate: Part I with technical information and Part II for notification. Export registration requires the applicant to own the car and have motor third-party liability insurance valid in Finland. A vehicle that has never been registered must undergo registration inspection, the application must be signed and sent to Traficom, and the export plates must be posted to a Finnish address. For a decommissioned vehicle or a used unregistered vehicle, validity is set according to the destination at 1–30 days; the destination country’s rules may shorten the period of use. Therefore confirm eligibility for the car’s status. 5
A Finnish transfer permit is vehicle- and purpose-specific. The car must be roadworthy, have a permanent VIN, have no overdue unpaid vehicle or additional tax, and be covered by the applicable declaration of taxable use and temporary or valid motor third-party liability insurance. Validity must start within one week of the application; carry the permit and attach the badges. Traficom states that badges under the Nordic agreement may be used in Sweden, but that proves neither an acceptable export purpose nor insurance for the driver, car, date and entire journey. From arrival to Swedish registration
Once the car has arrived in Sweden, the intended registered owner applies for verification of origin. This is the first Swedish registration step and the fee is SEK 1,240. If the car changes owner before it is entered in the Swedish Road Traffic Register, the verification ceases to be valid; the new owner must apply using their purchase document. 11 12
For a previously registered car, the application must include the original foreign registration certificate and all issued parts. For a new WVTA vehicle without previous permanent registration, the original Certificate of Conformity (CoC) is required instead. The copy of the purchase document must state the seller, buyer, object, date of sale and VIN or other vehicle-specific identity. 12
Only after verification of origin has been approved may you book a registration inspection or individual approval. The inspection company checks technical identity, environmental and road-safety requirements, and establishes the register data. The version, modifications and form of approval may require additional technical documents. 11
A passed mandatory road-safety test from an EU or EEA country may be considered during registration inspection. Bring the report and ask whether the car needs a periodic roadworthiness test in Sweden. The foreign test does not automatically provide Swedish approval and does not replace registration inspection. 11 12
After an approved registration inspection or individual approval, the car is entered in the Swedish Road Traffic Register and receives a registration number. The registration certificate and plates are sent only to the owner’s Swedish population-registration address. Where motor third-party liability insurance is required, Swedish insurance must be in force before the vehicle is activated for road use; payment information for vehicle tax follows activation. 11
Driving in Sweden and uninterrupted insurance
Without Swedish temporary registration, the car may be driven for no more than one week from import, only if foreign registration permits unrestricted use and valid insurance covers the driving. Carry a legible registration certificate. After that – or immediately if the registration is not valid – temporary registration or confirmation of a booked inspection is required. The confirmation permits only the shortest suitable journey to and from the inspection; otherwise, a trailer is required. 10
Swedish temporary registration is applied for with the verification of origin, is valid for three months and cannot be extended. Normal unrestricted use requires import from the EEA and that the foreign registration allowed unrestricted use in Finland.
