Check the car and documents before payment

Match the VIN/chassis number on the car itself against every part of the registration certificate, the purchase document, the inspection history and every relevant supporting document. A discrepancy in one digit, a missing original or an unclear seller should stop payment until the issue is resolved. Registration documents and an export certificate are not complete proof of service history, freedom from damage or current mechanical condition; assess the condition separately, preferably through an independent pre-purchase inspection.

Obtain an original purchase contract or invoice identifying the car, seller and buyer, together with the required identity copies. The seller should be the last officially registered owner. If someone else is selling the car, you need to establish the power of attorney or other proof of ownership and be able to trace the entire ownership chain. 3

The copy of the purchase document later sent to Transportstyrelsen must identify the seller and buyer, what was sold, the sale date, and the car by VIN or another unique vehicle identifier. For a previously permanently registered EU car, the foreign registration certificate in original and every part that has been issued are required. For a new whole vehicle with WVTA that has never been permanently registered, the relevant route is instead an original Certificate of Conformity (CoC). The exact technical documentation may also depend on the car's approval, modifications and specification. 4

A pre-purchase condition inspection answers whether the car appears worth buying. It is not the same as Transportstyrelsen's verification of origin, the registration inspection or a periodic roadworthiness test, and cannot replace any of them.

Determine the VAT route before you sign

The EU's special VAT definition is strict. The car is new if it is delivered within six months after it was first put into use or if, before delivery, it has been driven no more than 6,000 km. It counts as used for this VAT route only if delivery takes place more than six months after first registration and the car has been driven more than 6,000 km. One satisfied new-car criterion is therefore enough for the new-car route. 1 2

If the car is new under the test, as a private buyer who is not VAT-registered you must submit form SKV 5282 and declare and pay Swedish VAT no later than 35 days after the purchase. Skatteverket states 25 % on a basis including the invoice price, delivered optional extras and related freight or handling. The amounts are converted into kronor under the delivery-day rule, or the invoice-day alternative when invoicing is close to delivery. 1

If, on the other hand, the car meets both used-car conditions, no Swedish acquisition VAT arises merely because it is brought here from another EU country. A private seller does not charge VAT. A dealer's invoice may show VAT separately or use other VAT treatment, so check the seller's status and the invoice rather than drawing a conclusion from the advertisement or an absent VAT line. 1 2

Complete the ownership transfer, deregistration and export

The sale or export must be notified to SNCA within five working days. Registration certificate parts I and II, an identity document, and any applicable power of attorney or other proof of ownership are used for deregistration. On transfer, the old registration and conformity vignette cease to be valid, and the seller removes the plates. Once the car is deregistered, it may not be driven until it has been registered again. 3

As a buyer resident abroad, you need an export certificate for registration in your country of residence. If the seller did not arrange it, after deregistration you can request the certificate yourself using the original purchase document or other proof of ownership. The certificate is a document in the registration chain, not permission to drive. 3

Temporary export registration may be possible for a buyer who lives abroad when the most recent seller has an official address in Luxembourg. The process includes a contract or invoice, insurance with a Luxembourg-authorised insurer, registration, and collection of the physical export plates. The registration expires at the end of the third month following the current month and cannot be extended, although a registration can be renewed. 5

Export plates do not automatically mean that the car may be driven through every country on the route. Before departure, you must check both recognition of the plates and validity of the insurance in every transit country. If there is no continuous, documented solution, choose a carrier. 5 6

After arrival, a car permanently brought into Sweden may be used in Sweden without Swedish temporary registration for at most one week from the date of entry, but only if the foreign registration is valid for unrestricted use and the insurance covers the driving. The driver must carry the required legible registration document. 7

After the week, or immediately if the foreign registration is not valid, the car may not be used here without Swedish temporary registration or a certificate of a booked inspection. The inspection certificate permits only the shortest suitable journey to and from the inspection; all other movement must be by trailer. 7

Swedish temporary registration is applied for together with verification of origin, is valid for three months and cannot be extended. Unrestricted use requires both that the car has been brought in from the EEA and that the foreign registration allowed unrestricted use in the country of origin. Compulsory motor third-party liability insurance must remain valid throughout the time the car is used. If you use the permitted 30-day insurance certificate, the car is uninsured from day 31 unless you arrange new Swedish insurance. 7

Register the car in Sweden in the correct order

Once the car has arrived in Sweden, the intended Swedish registered owner applies for verification of origin. This is the first registration step and the published fee is 1,240 kr. If the owner changes before the car has been entered in the Swedish Road Traffic Register, the approved verification of origin ceases to be valid; the new owner must apply again with a purchase document. 8 4

Only after verification of origin has been approved can you book a registration inspection or individual approval with an inspection company. It checks technical identity and environmental and road-safety requirements, and establishes the data to be entered in the Swedish Road Traffic Register. The inspection company may request additional vehicle-specific technical documents. 8

An approved mandatory roadworthiness test from an EU or EEA country may be brought to the registration inspection, but it does not provide automatic Swedish approval and does not replace the registration inspection. Bring the report and ask the inspection company whether the car also needs a periodic roadworthiness test in Sweden. 8 4

After an approved registration inspection or individual approval, the inspection company registers the car in the Swedish Road Traffic Register and a registration number is assigned. Transportstyrelsen sends the registration certificate and plates only to the owner's registered address in Sweden.
